William Zachariah Mundy, Esq.
Director & Attorney, he/him

Zac is an attorney and Director of the the Graduate Student Legal Aid Office. At UMD, he also teaches trial advocacy and public law and directs the nationally recognized Maryland Mock Trial Program, a five-time national champion.

Before joining UMD, he worked for the DC government, handling complex court cases and affordable housing policy.

Zac earned his BA in Government & Politics from the University of Maryland and his law degree from the UCLA School of Law. He is licensed to practice law in Maryland and Washington, DC, and enjoys helping students tackle their legal issues.

Debbie Mikutsky
Coordinator of Services & Programs and Notary Public, she/her

photo of Debbie MikutskyDebbie joined the Legal Aid team in November 2015, bringing with her decades of dedicated service in the non-profit sector. Her transition to the University of Maryland represents a career-long commitment to her personal motto: "We rise by lifting others." Debbie is devoted to providing top-notch, student-centered service defined by kindness, compassion, and excellence.  She completed her undergraduate studies at Penn State and now considers herself a Terp as well.  


Jasmin Pineda
Graduate Student Advocate, she/her

Jasmin is a Ph.D. student in the Department of American Studies. She holds a B.A. in Sociology and American Studies, along with a minor in U.S. Latina/o Studies. Her research interests focus on the relationship between the Central American diaspora, capital production, and flows of cultural memory and labor between the isthmus and the U.S. Jasmin joined the Legal Aid team in March 2026.

Milla Wu
Graduate Student Advocate, any pronouns

Milla Jingtong Wu (any pronouns) is a Ph.D. student in the Department of American Studies. She holds B.A.s in Black Studies and English from the University of California, Santa Barbara (UCSB). Previously, she was also the academic advisor for the Black Studies department at UCSB. Her research examines the relationship between global capital flows (particularly so-called “Asian” or “Chinese” capital), urban development, and Asian racialization in the U.S. In her spare time, Milla volunteers at HIPS, a harm reduction agency in DC.
